He COE issued yellow alert for Puerto Plata, MarÃa Trinidad Sánchez, Espaillat, Hato Mayor, El Seibo and Samaná. Santo Domingo, Distrito Nacional, La Vega, Duarte, Hermanas Mirabal, La Altagracia and Montecristi are on green alert.
