The Chinese representative assured that such deployment of an operation of peace should be based on “the fact that there are peace to maintain” and “currently Haiti (…) does not meet the conditions for peace”, adding that United Nations contingents would be exposed to major security risks.

Furthermore, he assured that the work of the Advice should focus more on promoting the rapid deployment of Support Missionwhich was recently renewed for a year, and allow you to work for what it was created for.

For his part, the delegate of the Federation of Russiadeclared, along the same lines, that “conditions on the ground in Haiti are not suitable for maintenance operations peace of the United Nations”, as he explained his role is not to combat crime in urban areas or save a dysfunctional State.

“Haitians need urgent help,” supported the Russian representative, asking that the Caribbean country be immediately provided with the necessary material, technical or financial assistance.

Likewise, he took the opportunity to criticize USA and his participation in “a blatant external interference in Haiti”. Even so, he stated that his delegation would be willing to review updated opinions on support for the nation, without making hasty decisions.

Response from USA and Ecuador

In contrast, the delegate of the USA proclaimed that “it is time for the Advice of Security Take action to take the initial steps to make your request a reality. Haiti to help restore security for the people of Haiti”.

That is why both the United States and Ecuador are willing to continue with such a request for recommendations to the Secretary General so that the Advice consider the deployment of the maintenance operation peace.

“There is no doubt about the need for Haiti lead this process, but there is also no doubt that the multidimensional crisis in Haiti requires a comprehensive response, supported by international community“said the representative of Ecuador.
