The president of the Dominican Aviation Professionals Association (Asopadom), Eddy Rodriguezdenounced that the violation of the right to life continues in the country Law 491-06 on Civil Aviation in several of its articles, especially with regard to the recruitment of qualified national personnel for the sector.

He said that the law states that if there is no qualified personnel, foreigners can be hired to train the staff; however, he indicated that in the country there are many pilots who have had to emigrate to other nations to work in other areas, because they are not given work here.

He said that in other countries, national pilots have priority for jobs in aviation, but that here the law is less strict and that is why there are many foreign pilots working.

The also former president of the National Pilots Association (ANP), accused Rodolfo Victoriain charge of Airlines of the Dominican Aviation Institute (IDAC), of being the main violator of the regulations, indicating that it has allowed a Dominican airline to have 100% foreign personnel, which is why the country has been violating not only the Law 491-06 and its regulations; but also the Labor Code.

“It violates the Aviation Law, the Labor Code and the Immigration Law. Not only is the law violated with regard to pilots, but there are also technicians and Flight attendants who are out of work,” he said.

He said that more than 30 pilots and 50 mechanics are out of work, so he asked the authorities to launch an investigation, according to Hoy.

He said that the law and its regulations have been violated since 2015, because those who have to enforce the regulations do so based on their power as public officials.
