The creation of the Law 63-17 of Mobility, Transport Land, Transit and Road Safety had within your objectives eliminate duplication of functions of a dozen official institutions, but, although some have been eliminated, others were created that have not managed to solve the problems of chaos in the streets and avenues of the main cities.
At the time of its creation, there were 12 institutions linked to the sector and today there are 11, some created and others transformed, such as the Metropolitan Authority of Transport (Amet) in the General Directorate of Security of Transit and Transport Terrestrial (Digesett) and Metropolitan Bus Services Office (Omsa), which was converted into a State company with the name Metropolitan Bus Services Operator.
Currently, official entities related to the transit and the transport are: the Presidential Office for the Reordering of the Transport (Opret), founded in 2005; the National School of Road Safety Education (Enevial), in 2007; the National Institute of Transit and Transport Terrestrial (Intrant) created using the Law 63-17; and the Military and Police Commission created by decree in 2012 and the RD Vial Trust in 2013.
The entities that were created during the last five years are: the Trust for the Development of the Health System Transport Massive of the Dominican Republic (Fitram), created in October 2021; the Cabinet of Transportattached to the Ministry of Presidencyalso created by decree three years ago and the National System of Transport Student (TRAE), created in October 2022.
In addition to Omsa and Digesett, the Accident Mortality Reduction Program Transit (Premat) which was transformed, approximately two years ago, into the Injury and Violence Prevention Program (Prelvi).
Rafael Tobías Crespo, proponent of the Law 63-17 and former director of Transit Terrestre considers that the spirit of that legislation has been lost and what has been done in terms of transport and transit From 2020 to date it has been a counter-reform.
“The Government has established a recoil in the institutional part creating by decree two institutions that make no sense, which are the Office of Sustainable Urban and Interurban Mobility, of the Ministry of the Presidency and the Cabinet Transportwhich is another entelechy, a ghost institution,” he said.
The deputy also assures that the Intrant is the institution that in matters of transport, transit and mobility is called to lead the changes contemplated by the Law 63-17and in his opinion, it has been left out in many aspects.
Regarding the proposal from some sectors to create the Ministry of Transportation to be the umbrella for all entities that have to do with the sector, he said: “In principle and in the end, yes, but what they have not applied correctly is the Law 63-17 and the Intrant “They have used him to do business, he lacks authority and character.”
